Nethershards question

Hi everyone. Is the Nethershard account bound? I couldn't get my guy to 100 in time before the launch, so I made a DH and got him to 100. However, I don't see the Nethershards. Are they all tied to character? If so, can I send it to the DH to buy? I just want the transmog before they leave after Legion drops.
