Turbo Mode icon?

I see there is something called Turbo Mode on the Windows icon tray at the bottom right corner, but I'm wondering whether that works by default since nothing happens when I click it and I can't right click either. I assume it's some kind of OC but no idea on how to configure it or what it really does.

Wondering whether you guys had any issue with it.
