Bad bandwidth to twitch servers, Help!

Question

I have posted before but I'm not giving up, I really want to stream :( I have been having this problem for a while and have done everything I can think of and contacted everyone I can think of. I'm not sure if the issue is on my end, my ISP's end, or Twitch's. Although I don't think it has anything to do with the computer I normally try to broadcast from because I cannot stream directly from my Xbox one either. I live in Baton Rouge, Louisiana. (no the issue is not because of the flood, the problem has been going on much before that). I have an upload speed of 11 mbps and have a high end computer (GTX 960, i7 4790k, MSI Gaming 5 motherboard). Just got a new router (Netgear Nighthawk AC1900 Smart Wifi Router, Model R7000) and modem (Arris Surfboard model SB6141) and have Cox premiere internet. I also have an elgato HD60 for streaming my Wii U through OBS. When I test my bandwidth connection using the twitch analyzer tool (I know it works because the two times I have streamed without frame drops the tool showed great bandwidth connections to the Dallas twitch server that I used) the bandwidth and quality are not good enough (but the RTT is very good, and I am not sure what that stands for, but is around 17-19) and I frame drop and occasionally crash while trying to stream. The bandwidth can be from anywhere to 3000-9000 at any given time, and the quality can go from 0-80 at any given time as well. The bandwidth to the Dallas server is consistently higher than the other servers but consistently has a lower quality than all the other servers. This doesn't make sense to me with such a good internet speed, upload speed, and hardware. I've tried looking in task manager for things hogging up upload bandwidth but don't think I see anything. Any ideas? ALL help is greatly appreciated!!
