Fallout Survival Valentine Master Terminal Lockout Question

TLDR, Can Valentine permanently lock himself out of a master terminal in survival mode?

I had him try a bunch of times, and it didn't work. Now he just walks up to the terminal and says he's locked out, or that it's beyond him. I read online that he can do master terminals, but the people who say this just quick save and reload over and over. Obviously this isn't an option in Survival.

I found an alternate ending to the Mechanist's Lair, which allows you to bypass the last room that has a million robots. It requires a master security level terminal hack to finish this mission.

I really don't want to spend the next four perks on terminal hacking. Worst case scenario is I find a bed nearby.
