Will level 100 character boosts still grant a lvl 3 Garrison after Legion hits?

I was planning on boosting an alt sometime after I hunker down in Legion, but assuming Blizzard is pushing us away from Garrisons (as they should), I feel I might as well boost someone now just to get a thing I wouldn't be able to get otherwise.
