Wireless H headset does not turn on with new Batteries

I have been having this issue alot recently and when ever I go to turn the headset on after putting in newly charged batteries (I do see them charge and when I put them back in the dock the dock tells me it's full) the headset does not make the "Beep" sound to say it's connected. This only seems to happen when changing the batteries. After it turns on once, it's then fine again to turn off and on. Anyone else experience this?
