I have 125 candies, should I evolve CP 251 Dratini with 100% IV or CP 639 Dratini with 95.6% IV?

Im lvl 25 and since i began over a month ago ive been able to evolve 3 Dratinis with 95% or higher to Dragonite. While trying to achieve a perfect offensive mon I've been cursed with Steel Wing and Dragon Pulse every time. Perfect for defense but not what im going for. I am crossing my fingers hoping this one will roll with Dragon Breath and Dragon Claw. But with my choices to evolve leading me to either having a 100 IV with low CP or 95 IV with high CP im stuck on which to choose.

Just looking for feedback and opinions on what you would do.
