P-CR would like to thank Singapore and the US for their incredibly generous donations to the budget of Panama-Costa Rica, but not just for Panama-Costa Rica, because it wasn't just spent on us. Of the $27b in donations both the countries provided, $7b went towards education efforts in Nicaragua, Honduras, El Salvador, Guatemala, and Belize. $12b went towards the Central American Highway, which since announced in the middle of last year, has repaved most of the way from Guatemala City, to San Salvador, to Tegucigalpa, to Managua, to San Jose, to Panama City. Many off-ramps are also almost done, and the railroads connecting the main cities have started to spread north and south from San Jose, and north from Panama City. $8b went into the power sector, which is focusing on construction of a new Nuclear Power plant in Southern Costa Rica.
P-CR reduced spending on defense this year, due to decreasing need for paramilitary police forces, because of the mass exodus of drug production into Nicaragua and Colombia. Panama-Costa Rica relies almost entirely on the US and the EF for her defense.
The remaining federal (read: not foreign investment) education budget allows for continued western education for people in Panama-Costa Rica, while a significant portion (About $5b) will go this year with the invested money to support education programs in her Central American friends.
The rest of her infrastructure budget will be used to maintain the roads that are already built, like usual, and also to purchase several billion dollar's worth of rail stock.
Several million dollars have also been raised, from private bonds and from leftover welfare and health care, to put on a parade in Panama City.
