Good pc , bad performance

Hello. I build my pc and I saw that I have 30fps on gta v on ultra , same thing in witcher 3. Programs start slower , and the disk is sometimes at full load. I have i5 6500 ; Asus h110m-k ; Gigabyte gtx 1060 g1 ; 16gb ram ddr4. Is there any broken part? And if it is:what part do you think?
