Best way to reach out to recruiters?

I'm wondering how people have reached out to recruiters in the past to get an interview for a internship. Did you just email them with your resume attached? How did you engage them? I'm having a hard time getting interviews and was hoping to get advice on what the best approach would be. Thanks!
