I shot Quiet after the initial snip fight?

Im currently struggling to unlock the Huey scene and last mission at the moment and wondered whether Mission 45 essentially not existing in my game would have an effect.

At the moment im just trying to level up mu MB platforms as I heard that contributes to unlocking it..all cassettes listened to, all main side ops done.
