EVGA GTX 950 SC+ ACX 2.0 Dual vs Asus Strix GTX 960

Hello!

I'm building a PC for my little brother and want to buy a new GPU. This very evening we have the EVGA GTX 950 SC+ (that pretty dual fan thing) going for $217 (I know, expensive country) and the Asus Strix GTX 960 going for $248.

While I can pay the difference for the Strix, I have my concerns if it's worth the extra $30.

What do you guys recommend?
