So, I'm finally getting around to playing DAI with all the expansions. But before I get to far into this, what are the typically recommended mods? I'm mostly after functionality things, nothing that remodels the characters, as most of the ones I've seen just don't look that good to me.

SK's smooth hair is almost required.
No Wait on Wartable missions is also a big one. And the no prerequisite on skills mod if you want it.

The quicker looting one is a must. It's amazing how much time you lose looting the standard way.
I'll attempt a short list like u/mabarigoeswoof's (such a great handle!) for general cosmetic and visual appearance mods that are either very popular or very good. No race/gender specific armor/costume/hair/eye/complexion mods are included, since there are about a thousand of those. Only fully or mostly generic stuff is listed. Just look at the top downloads for more specific stuff:

Invisible Starting Armor Alternative to the above, makes the starting armor invisible, so your PJ replacer shines through. PJ replacer mod not included.
LL Crafting Material fixes Diversifies the tints for materials, so they don't all look the same color. Also dramatically improves patterns for some of the cloths.
Alternate Load Screens Better for a second or later run, replaces the loading screens with new ones.
Buttflap Be Gone Removes the tails on most of the armor chest pieces.
SK Hair Re-texture 4K/Trespasser compatible Alternate textures for hair, looks less plastic.
No Dirt Buildup on Pants Worth a second mention.
InivisibleFormalAttire Makes the Winter Palace formal attire invisible, so your PJ replacer can shine through. PJ replacer mod not included.
NOTE: Read all mod compatibility descriptions carefully. Almost all replacers are mutually exclusive, meaning, you can only use one or you'll have conflicts at mod merge time. Also, many complexion, hair and costume mods crash the DLCs, including the Black Emporium.
A few more:
Fall damage nullified or reduced fall damage, for when your companions shove you off a cliff.
I quite like search radius increased.
Seasonal palettes for just changing up colours of armour and crafting materials. I'm currently doing a Pinkquisition run. Bright pink everywhere!
Morrigan outfit retexture. Gives Morrigan something a little more substantial. It's cold up in the mountains.
I'm sure you made Dagna happy.
Oh yes. Iron Bull right now is running around in cotton candy coloured parachute pants. Solas in vibrant fuchsia. He looks so unimpressed.
No More Fog of War. Unlocks maps so you can see everything
More Banter. Triggers banter more regularly (approx every 12-15 mins)
Quicker Looting. Disables the looting animation
War Table - No Waiting. Disables the wait time for War Table missions.
I like No Dirt Buildup on Pants, too.
I recommend the version of No More Fog of War that shows you the map pins only. It can be really easy to forget where you've been if you use the full version that just shows you the completely open map. (At least, I had that problem; maybe other people remember stuff better than I do :)).
I also agree with all the other recommendations in this post, FWIW.
