What if a Serf (one who either joined or who was born into the position) developed psychic powers later in life? Would they still serve the Chapter (possibly receiving psychic training) or would the Chapter give them to the League of Blackships and be done with it?

He would have be very young, to be trained as Librarian, otherwise League of Blackships would take him.
Possibly given prep for surviving the trials (if it's a generous chapter and the librarian has nothing else to do) but otherwise given to a blackship and forgotten about
Probably given to the blackships unless they were a serf for the wolves who would claim he's a rune priest, or some of the other more abnormal chapters.
Depending on the influence of the Chapter, I guess they could request the serf returned after they are processed on Terra. An astropath in the chapter cult would be very valuable
