Super quick 'at a glance' review of all the Data Packs. See what packs are worth buying (in general, or for your faction)!

Hey everyone!
So I got an article idea I am working on. But first things first, I needed to organize the packs and see how much each one is actually worth. I figured the buying guide is a little out of date. I might as well share my ground work here. Figure it can help people just getting into the game that are too intimidated to buy all the cards at once, or don't know how to evaluate what makes a strong card.
This is an 'at a glance' quick review for all the Data Packs and Deluxe Expansions. From the beginning of the game, until the latest pack (Intervention). In view of the meta around Worlds 2016 and just after when Intervention released.
Grading scale:
Great usually means a very strong card. A staple card in the faction. Something you will see in competitive play often enough to really be aware of the card. If I had to rate the card on a scale of 1 to 5, Great will be 4 or 5.
Good means something that can be useful in the right deck. This could also mean a card that acts as a substitute to something else that's more staple. If I had to rate the card on a scale of 1 to 5, Good will be 1, 2, or 3.
The influence system does also you to make 'weaker' decks with a limited card pool freely. Anything that gives you a useful tool, regardless if its the strongest choice, will probably be in 'Good'. However, this is more for cards that are just decent value, not 'niche' cards that make one deck work, but never see play outside it. For example, Forger as a console is not going to be listed. It's good (really good I think actually) in Geist, and never used anywhere else. Too niche to be considered. It's too hard to rate packs individually if I try to play into niche cards too, or cards that are super strong... if you have other packs to make the entire package shine.
Disclaimer this is very very subjective. Your mileage may vary. I consider myself an above-average competitive player, but I'm not lighting up regionals or anything. This is step 1 in a 2-step 'helping beginners' thing I got planned. This is just meant to be for people who don't know what to buy, or don't quite know what a strong card looks like yet. High end competitive players will find little use in this list. But if you just have a core set, or if you just hit your first GNK last week, or if your goal this regional season is to go above 50% win rate... this guide can be useful to you. (Side note: step 2 will be decklists for every faction combination that will give you a reasonable pair of decks for the lowest price point I am manage. Stay tuned for that one.)
The list is quick and dirty though. By pack, I'm just gonna tell you the cards I think are good enough to be considered. I am not explaining why. You can freely ask me and I will answer, but explaining every choice makes this a lot longer and harder to absorb. This is kind of going on the logic of 'You are new? I am telling you these cards are the good ones to look at. You do not really need to know why just yet.'
Before we get into the pack by pack breakdown though...
At the top here is a list of the top 9 Packs to get for each faction (including Deluxes, this way you get at least 5 regular pack recommendations too). I am rating cards on a scale mentally, 3 points being a super strong super needed card, and down to a minimum of 0.5 points for "If you have it cool, if not you can work around that or do something else." The scores will include neutral and out-of-faction cards as they related to the faction in question. This is all very subjective, but it should serve as a nice guideline to start with. Just like the pack reviews, I am kinda keeping my choices (how I scored each card) to myself. This meant to be an 'at a glance' guide. Again, feel free to ask anything about this section too.
A foreword about Jackson Howard and the World Champion decks.
Every deck loves this guy. Seriously. No deck is better without him, and most decks are notably weaker without him. The draw factor is important, but it's the fact he makes you deck more consistant. The fact you have an out when variance hands you a pile of garbage. Playing without Jackson Howard just makes your lists less consistant, and they notably weaker without him. But the pack he is in (Opening Moves) isn't the strongest pack. You need to determine how much you want him in your game. There is a pseudo-Jackson in Preemptive Action, so you can try to get by with that instead. But thats a very important thing to note. If you want to play in tournaments, I highly suggest you get Opening Moves sooner rather than later. You can also (and I actually highly recommend this over Opening Moves (especially to all non-Jinteki players)) get the World Champion 2015 Corp deck to get some Jacksons...
The World Champion decks are another beast. The Corp one is full of nice staples for Glacier decks, and includes Jackson Howard. The Runner one has some staple cards to mill decks, and have some value cards in general here and there. I am NOT considering these for this project however. I do not know how available they are to the general public or how 'in print' they will be now or in the future. But you can see what cards are in each, and they are both value buys for the cost. The Corp one especially, but the Runner one has good value if you play Anarch or Criminal. If you like what they offer, pick them up!
