Does this sound like a good plan?

I'm 5'4, 127 pounds, and feel like my body is kind of weird. I'm thin all over, including a very small butt, but my thighs are big, which leads me to believe I have fat to lose from them. I've heard of some people losing fat and building muscle at a slight deficit and making sure they eat enough protein, but I just think it's too complicated for me to try to get thinner thighs while simultaneously working on my butt. So I was thinking (I'm new to working out) that for a month or so, I would eat at a deficit of about 200 calories and just focus on cardio and toning my legs. Then once I've hopefully gotten a little thinner there, maybe consider eating over my TDEE and trying to gain mass in my butt. Does this sound reasonable? I am worried though that if I am successful in getting thinner thighs that I'll just gain it all back if I start eating more in an attempt to grow my tiny butt. Thoughts?
