How does Wrecker work?

Just saw this (unanswered) question on the Paladins forum and decided to check for my self.

Here's the deal - I tested Ruckus' Emitter shield vs Cassie. I stand in front of the autofire bot until it breaks my shield. The shield has 3k health and the bot does 650 damage meaning that 4 shots get the shield down to 400 health. The last shot breaks the shield and does 250 damage to me. So far so good. Now...if Cassie had Wrecker, her shots should deal around 1140 damage to shields (with the 75% increase). So if my shield is at 400HP and she shoots an arrow with Wrecker, does this mean that I'll actually get 740 damage to my HP on the shot that breaks the shield instead of the normal 250? I.e. would Wrecker actually make her deal more damage to my HP?
