Hands and feet always cold, feet and lips usually purple

I am 15 F and the issue I am having is not too much of a problem, but it would still be nice to know anything about what's happening to me.

Any time anyone ever touches my hands, I always get a comment on how cold they are, but it isn't as strange as some other symptoms related to this. My feet are permanently cold as well and my toes are always either deep purple or at least have a bluish tint. My lips sometimes also have the same bluish tint, except for when I go swimming, which causes them to turn full purple. Some people have suggested that it's lack of oxygen and poor blood flow, but is this something that can even be helped by a professional?
