My legendary luck

Right now I'm a level 9 in frozen peaks, I have been playing since this games has come out, and I've put countless hours in to this damn game to receive (drum roll) no legendaries. Every single match I'm put up against lv 7 or 8 who have at least one or more legendaries and here I am with all the regular cards, but legendaries. I feel like this game is rig so you have to buy chest to get them.
