[Help GPU] Temperature fluctuates when not gaming

My RX Sapphire Nitro 470's fans are off at idle, and they turn on at around 54C. This causes GPU temp to fluctuate from 54C to 37C, every 5 minutes or so.

Is this fine? Should I try to make the fans run at all times to prevent fluctuations when I'm not gaming?
