"Double Jungle"?

So as i'm watching the stream, I noticed that support no longer stays in duo till level 5, they seem to just leave duo after the buffs are done. When did this start happening? Also, is this really beneficial? Why doesn't the support pick up bumbha's if they are going to roam the jungle so early as well?
