Second review with no raise?

Back in the summer, I hit my one year review for my new job. I accomplished a ton this past year and hit all deadlines and when one of our team members resigned, I assumed all of her responsibilities and her position was never replaced. My boss said I was doing a great job, but still had room for improvement and we could revisit the opportunity in the winter months. At the time of my yearly review, she has also just promoted two people on our team 4 months prior.

Well, I recently had my second performance review at my request and I exceeded all of my goals for the end of the year and took on even more additional responsibilities and came to her with a two page list of all my accomplishments and duties and a spreadsheet of analytics of all the goals I exceeded.

Unfortunately, my boss wants to wait ANOTHER month to re-evaluate a promotion and/or raise because she wants me to become more involved with meetings with our other departments and build further relationships. The thing is, I was never invited to said meetings in the past or encouraged to attend, so I'm not going to invite myself if it's all managers/directors/VP's in attendance. I feel like she is stalling and just trying to come up with another reason to not promote me or provide a salary increase.

Our company is growing and adding new employees every week, and two other ladies in my department got promoted within their first year and a half.

Should I begin a job search due to my circumstances?
