Would it be possible to successfully port a PC game onto a Genesis cartridge?

Say... Hotline Miami, or Organ Trail. I've seen cartridges containing custom versions of Genesis games/ROM hacks, but never something on that scale. How difficult would it be, if possible at all? Just asking out of curiosity.

Edit: I meant something along the lines of modern 8/16-bit-esque games, or more or less something that the Genesis could handle hardware-wise.
