[Help] Fix for playlist rearranging music problem with 10.1.1?

Is there ANY way to fix this extremely annoying problem?

I edit the playlist, rearrange the order, hit done, and then it doesn't apply the rearrange. I try this in iTunes, and it works, but then doesn't apply it to iOS. I've turned off/on Apple Music, turned off/on iCloud music library, downloaded my entire music library to the phone. Deleted it. I've searched EVERYWHERE.

This can't be jailbreak related. It is a 10.1.1 bug, and is fixed on 10.2. My iOS 9.1 device syncs perfectly with iTunes. But this 7 does not.

Any fix??
