Need help with genning Pokémon with tranfer moves

[qn] Hi there! I just started using PKHex, and I'm tryint to gen a few mons, I'm having trouble making pokémon with ORAS move tutors, and some egg moves legal. How can I make a Krookodile with Stealth Rocks, and a Eevee with Sotred Power? I thought eevee could learn Stored Power via breeding with Oranguru. Help me please!
