Recently purchased an A119 and it won't turn on.

So I just purchased a Spytech A119 off amazon.

It won't turn on. Ive tried plugging both the port and usb cable back in over and over. I've turned my car off and on many times and the damn thing just wont turn on.

Any suggestion? I am about to pack it back up for a refund.
