I need help, and there might be a few tools that can help me out here.

So, once again, I am back here asking for help. My friendly, but slowly souring 'friends' above my empire are growing slowly but surely, and they are both in a defensive pact. It won't be long before the border friction grows big enough I assume, that they will then try to conquer me. Currently, I am trying to build a federation with an empire near me, but I am unable to due to war policy. The only things that might be helpful to me are a dreadnought that I found next to an FE, and a ringworld on the edge of my 'friend''s territory. Also, there is a space dragon right next to their homeworld, and the ringworld is sandwiched between another fallen empire.
