PS2 Fat slow booting into discs

I got a PS2 that takes longer than it should to load a game. It always goes to the main menu first, sits about 10 seconds, then starts the game. I can hear the drive doing some stuff, at one point it goes quiet with some tiny clicking sounds about once per second. I have cleaned it pretty well, can't seem to find the issue. Anyone know of a free fix?
