No System Boot

So around May I installed some cooling fans into my computer with an FX 8320. I am 80% sure I did not shock my parts as I had a wrist strap connect to my PSU. When I went to turn it on, however, it did not boot. I did everything that Tom's Hardware said to do (I really mean everything). Nothing worked.

Between this time and now I used an old CPU and FM2 motherboard, all other components working.

Today I got a new AM3+ motherboard. I installed all of the components and went to boot. There is no beep, there is no video. I can assure you the CPU power connector is plugged in and the motherboard is not being shorted out. The rams have been changed, the CMOS reset, and GPU seated however that shouldn't matter since it has no beeps.

I can only hope my CPU isn't a rip :( It did not appear to have any bent pins. However, the was thermal paste around the top of the cpu (lining the metal). I do not believe this thermal paste is conductive :\
