Whats causing this issue?

So I have a question. So this happened yesterday and today. Yesterday Windows wouldn't open certain applications, and task manager would freeze so I restarted and it was fine. Today the same thing happened, but it got stuck on shutting down so I had to hard boot, when I turned it back on, the PC turned on then off, the on again and it was fine. I read online some of these might be signs of a failing power supply. Is this the case, or is it something with Windows? Also I usually keep my PC on 24/7.
