[Rise of the Runelords]Making Aldern Foxglove more tragic/likeable? **SPOILERS**

I'm running Rise of the Runelords for the first time with 3 players. I really went down the route of making everyone in town distinct and likeable. Everyone has a backstory that is very intertwined with one another so it has had some very good results.

I'm going to be heading to second chapter soon and I see that Aldern is painted as pretty dispicable. My theory on GMing is that you want to diversify the people the PCs like, and consolodate the people the PCs dislike.

So far the bad guys seem to be branching out a lot, while the people who could be sympathetic/likeable seem to be dwinding. I'm afraid of making my PCs feel that the whole town of Sandpoint is filled with murderers and maniacs. I think if they see Sandpoint as a town of wholesome family values and good people they'll have something to lose which makes the stakes a lot higher in the end.

I haven't read into Chapter 3 or 4 yet and I'm wondering if it's possible to set up Aldern with a more tragic backstory? Maybe just have him being blackmailed by the Brothers of Seven, or maybe even have a "Jackyll and Hyde" story in there somewhere? It seems like it should be pretty easy to make it obvious he's being set up for something, but I'm more concerned that it would create plot holes in the future chapters, or make other minor bad guys lose motivation to show up at all in the story.
