If Earth had rings like Saturn does, it could make launching satellites and space exploration next to impossible.

Assuming the rings covered the normal ranges that satellites orbit, geosynchronous satellites would be possible but we'd have to get them there first. GPS wouldn't exist. Sling-shotting around Earth for speed boosts would be much less effective.
