Can certain sites make your internet slower for a few days?

I wasn't considering this seriously at first, since it doesn't seem to make sense, but now it has happened a few times already, so I'm starting to think it's a bit too odd to be just a coincidence.

What's happening is, there's a certain site that I access one my notebook some days, but it's not that frequently. However, sometimes, imediatly after I access it, my internet gets slower for a few days, for all my other devices, even after I close the tab, and without downloading anything.

Reseting the router doesn't work, I tried multiple times already.

So, is it even possible for a site to cause such "damage" to your internet for days? Or is it just a too perfect coincidence?
