What the hell is wrong with ranked

I've won 30 and lost 7 games since I was placed in my promos. Every single time, without fail, I immediately lose a division upon a loss. It takes 3-4 wins to climb a division but a single loss sends me down a division 100% of the time. What the hell is this? I remember the old ranked system was just about this bad, but I don't remember last season being this stupid. What gives?
