Easy question, hopefully.

I was unemployed nearly all year, although I did find a temporary seasonal job and made about $1900 before the year ended.
I am married, my wife has no income other than her SSI.
We have 3 children together, ages 2, 7, 10.
We received TANF.

Do I need to file a tax return for 2016 on my income?
Is there a benefit to filing my taxes anyway, like earned income tax credit? If so, would I have made enough money to qualify?
