Why wasn't Savitar in the speed force when Barry was trapped in it?

When team flash recreated the particle accelerator explosion Barry was trapped in the speed force and the speed force helped him get back his speed. Just wondering why Savitar let Barry leave / didn't do anything when he was in the speed force. Was he created by flash point?
