[TOMT] [song] techno/trance with latin pan flute intro with female voice singing

I'm assuming it's a fairly popular song that is "old," I've heard it before but never knew the name/title of it. It gives off a summer techno/club song, starting out with Latin beats with some sort of pan flute (a wind instrument for sure) that repeats in a loop from low-high in a teasing fashion, then the beat drops and a feminine voice sings to a very upbeat tempo trance-like and resumes with the latin beats throughout the song while she's not singing.

I heard it play on the radio while driving at around 3PM and I cannot find it on any of the radio song playlists, so the search has been futile.

Edit* it's definitely a dance song with techno beats, gave me Cascade - Every time we touch era vibes although I could be wrong but this is not a new song
