asus Gtx 1070 Dual csgo low fps

i've got the gtx 1070 dual with z170 pro gaming motherboard, and the intel i5 6600k cpu, but csgo is always at a low framerate (between 25-60 fps) anyone got any ideas on why this could be? i play on the highest settings and changing my csgo settings does not make my fps any better. my csgo settings do not affect my fps at all
