%Meso Potential?

I've seen videos of people getting a potential line of, say, +20% more mesos on a pendant or something. Do I have to continuously cube a piece of equipment until I get that by chance or is there some other way to purposely obtain it or some way to increase the chances of getting that? Also, which equips (like pendants, rings, etc) are able to acquire the meso potential? Thanks!
