[No Spoilers] Best romance for my Femquisitor

So I'm 18 hours into my elf now and decided I wanna roll my lady inquisitor, so I'm trying to decide who to romance. I hear Solas is really good but I don't want to make another elf unless it's worth it, so if I don't make an elf I'll make a human. If I go Human I'm probably going to go Cullen, so honestly the question is Cullen or Solas, and reasons why would help
