Steam uses 80% of my CPU when downloading games?!?!

I have an i7-6500U, and i just started using ethernet instead of wifi, now getting 180mbps. But now steam uses around 80% of my CPU, maxing it out and throttling the download so it drops in speed. Is it my 2 cores can't handle these fast speeds? How do I fix it?
