Transfer Student looking for a bit of help with application

I'm currently a Sophomore (by credits, this is my first year of college) at Western Washington University, moving towards a Computer Science degree. However, this university and I don't fit well together, and due to some health problems in my family (not me, but others), I am hoping to transfer back home to Seattle in the fall this year.

I applied last year, but was not accepted. Fall quarter went very well for me grades-wise, so I'm hoping that will do me well on this transfer. However, I know that Computer Science is almost assuredly out of reach for me. My second choice is a major in Math. While I know I can list both since my first choice is Computer Science, would it look better to the reviewers if my first choice on the application is for math?

Also, I heard that on the transfer application, the accepted GPA tends towards a low 3, and they put more emphasis on the Personal Statement. Does anyone have any input or advice on that?

Thanks!
