Question about Voldemort getting his body back and horcruxes

So I read on the internet that the horcruxes don't work like extra lives but more like they keep the main soul alive if the horcruxes are alive.

This got me thinking though. I also read somewhere that Voldemort came back in GoF by the use of his own invented potion, the rudimentary potion.

Now comes the thing I dont understand. Before he invented this potion there could already be horcruxes. So if he had not invented the potion and kept living as a soul only because of the horcruxes, how could he ever return again? Could he only possess other creatures or was there something else how he could return?
