Weaver 330 scope help.

The designs of the knobs looks like they are click adjustments. But there's flathead screws on the knobs that I can turn. They don't click it's just stiff turning. Idk how old scopes where in the 40s but I've never seen a scope without click adjustments. I can't tell if the screws adjust it or the knobs might be rusted together a bit. Anyone have a weaver 330 and can tell me? Not the new hilux reproduction or a 330c.
