About to buy an used Surface Pro 3, little question

Hey guys, I'm about to buy a surface pro 3 with an I5 processor, but I wanted to know if I restore it to factory conditions, the performance of it will be just like a new one, of course not 100%,but at least somewhat 80% ? I live in Brazil and we don't have those officially here, so buying a new one is out of my league, even an used surface pro 4 would be way too expensive.
