Test server players

So me and my friend have been playing sand box and common test server very late at night lately (3am to 6am west coast). We have notice that many of the Russian and EU are just plain not good. we are yellow stat player not great but not completely bad. We always are always having good games on the test servers. Hell I had 7.7k dmg ace tanker with the batchat. Also not loading any heat playing with just apcr (Playing it how I would on the live server). I could only dream about games like this on NA live. However on the test server it is just every other game. I feel like I can play super aggressive early in the game and not get punished. Like push a tier 9 medium in the first min of the game clip him and not receive a single shot in return. Is this just test server full of players playing high tiers to play high tiers they should not be in or is EU and RU just have a "less skilled" player base than NA?

Edit* Not trying to sound like jackass of NA being superior. Just asking legitimately thinking more about the state of the dwindling player base of NA.
