[TOMT][BOOK] Book where the sea turns into horses.

My mom is needing help finding a book. She said it is a book about a girl who lives near the sea, maybe set in the late 1800s. And all she knows is that towards the end of the book, the sea turns into horses. She thinks it is by a woman named Carolyn or Carol. Anyone got any ideas??
