Spending gems: third builder?

I'm finally back up to 4000 gems! (Last time I got there, I spent it on two titans when they were half price. Got two 2* titans. Regrets.)

Is the third builder the best use? And then after that, do you think it's best to save them back up again or just use them for e.g. healing and stuff?
