3 speed operators

So I'm new to the game and I was wondering, what is the point of operators with 3 speed and 1 armor if everyone stops to shoot anyways? Like Ash for instance, everyone says shes great because shes fast, but it's not like you can run and gun in this game? I don't understand how to use the speed to my advantage, would greatly appreciate it if someone could explain it to me.
