How do some bars in Vancouver have American Cable channels such as FS2 etc.?

Is this legal? I know you probably need an American address and Credit Card etc but I was just wondering for myself because if it was readily available I would be interested in getting such a system installed at home. Does anyone know how much it would cost and are there any installers in the Van area and how would I go about getting a sports package.
